Rahm is bitter about this and now wants all of Illinois to begin a gun registration program, purportedly to fight crime in Chicago. Will he ever realize that going after the legal gun owners doesn't fight crime, but going after the criminals will work every time it's tried? $400,000. paid out by Chicago tax payers should be a reminder, or even a wake up call.

How is it illegal not to give out conceal carry permits if Illinois does not allow conceal carry?
The check was payback for legal fees that stemmed from the Supreme Court slapdown of Chicago's no handgun policy. The 2nd amendment right to own a handgun was the issue, and it was settled that citizens will have a 2nd amendment right whether they reside in Chicago or anywhere else. Conceal carry is another issue completely, and it is a matter for the State of Illinois to make this happen.
A gun registration program differs from the present FOID (Firearm Owner Identification) system in which the Illinois State Police do background checks on a citizen, and issue a state ID needed to own firearms and ammunition in the state.
A FOID card issued by the state is not the same as a concealed carry permit.
