Banning Plastic Bags

"Plastic bags are a big problem," said Los Angeles Councilman Ed Reyes, who proposed the ban. "You see them on sidewalks and in gutters, clogging up the storm drains, floating in the river and ocean."

What the Councilman and the LA Times writer fail to understand is that the bags are not the real, underlying problem. Littering by "citizens" who don't care is the real problem.
