What the Councilman and the LA Times writer fail to understand is that the bags are not the real, underlying problem. Littering by "citizens" who don't care is the real problem.

Illinois Family and Personal Protection Act - Update
Bill Status of HB4544 95th General Assembly
I want to publicly thank our local State Representatives, Bob Flider and Bill Mitchell, who have signed on as co-sponsors to House Bill 4544, the Family and Personal Protection Act.
This bill has now been moved from the Rules Committee to the Agriculture & Conservation Committee, which holds hearings this afternoon at 1:00PM in Springfield, Capitol Building Room 122B.
HB4544 was introduced by Rep. Aaron Schock
Co-sponsors: Michael K. Smith - John E. Bradley - Brandon W. Phelps - Bill Mitchell, Robert F. Flider, Roger L. Eddy, Daniel V. Beiser and Patrick J Verschoore.

Total Lunar Eclipse Tonight
Total Lunar Eclipse Space.com"...The moon will enter Earth's umbral shadow (the full shadow) at 8:43 p.m. ET (that's 7:43 p.m. Central, 6:43 p.m. Mountain and 5:43 p.m. Pacific) on Wednesday, Feb. 20. It will appear as though an ever-larger bite is being taken out of the moon.
Some 78 minutes later, the moon will slip into full eclipse. About 51 minutes later, a bright scallop will appear as the moon starts emerging. It will be completely out of the umbral shadow at 9:09 p.m. Pacific time, which is 12:09 a.m. ET on Thursday morning..."
This will be the last total lunar eclipse until 2010.
